Magnetic variation corrupted

Hello everyone. We are struggling to find a fix for a problem, maybe you guys could help.

There's a freeware UUDD scenery for FS2004 which is a conversion of a freeware FSX scenery. The scenery itself is great, but it cause a great problem: somehow it's AFX_UUDD.bgl corrupts the magnetic variation in the whole FS — e.g. in the default KSEA the heading indicator shows 360.

I found a workaround — deleting the %Flight Simulator 9%\Scenery\BASE\SCENERY.DAT makes FS recreate it. I guess if I'll just place the magdec.bgl somewhere on the top of a library, it'll help. But it's not a real solution.

We'd really appreciate your help.
