Yes and Yes.

 

For Steam, you'll need to manually point the FS2Crew installer to the Steam Folder.

 

The only problem might be that the FS2Crew Dash 8 Config Manager may not be able to update the panel.cfg file for the Dash 8 with the FS2Crew entries.

 

But it should.

Yeah I had to copy lines from my FSX cfg into my steam cfg. Pretty simple :D
