Persistent CPU loads in FSX:SE

I hope someone can tell me if this is normal with FSX?
The sim has been running for about 10 minutes now, simply sitting on the runway in a VC of a default C172. This is a clean FSX:SE installation, absolutely no addons.

Is it normal that the sim loads something, even if I am not moving? I checked with the Procmon, and it seems to be loading some scenery files. But over and over again.

FSX-feature?

 

FSX has always constantly scanned the scenery headers. It isn't new in FSX-SE.
