Matching your CPU and GPU

Knowing the importance of having a well balanced system would a 4770k @ 4.5 GHz be enough to match an overclocked 980 Ti in PP3Dv2 or would the CPU hold the GPU back?

You should be more than fine.  That is almost top of the line CPU.

I'm still on the fence if I should replace my current 1st gen Titan with a 980Ti. First I thought I would stay with my current setup until I will eventually replace my complete rig but now I'm thinking maybe a fast 980Ti could give my current system some extra time with Win 10 and DX12 around the corner.

I just got 2x 980s few months ago - they are perfect for now (and I have 4K monitors).  I will probably upgrade to three way sli with these and will probably get the generation which comes after 980TIs.
