You'll need a program called AFCAD2, I forgot where to get it, but someone will tell you. Read the manual, it's all explained there. The AFCAD2 program does not add a ILS or any type Navdata approach to the FS9 Database.AFCAD is addon scenery and because the ILS transmitter is owned by the runway in FS9, AFCAD2 can only insert a ILS for the User Aircraft radio. This also means that ATC will only recognize that the runway has a ILS when weather is above 3 mile visibility.For more than a year now I have been writing the code to try and keep the FS9 Navaid Database current (per Jeppesen) as new precision approaches are comissioned.You can find KVQQ ILS 36R in the file library here at AVSIM by using the search function. If you search on Author Jim Vile you will also find my Navdata base files that have added New Runways (KDEN, KMCO, KMIA, EHAM, etc.) Runway Numbers that have changed (LEBL, EHAM, KIAH, etc.) Curved Approaches for AI Traffic so mountains are avoided when landing (KLAS, LOWI, PHNL, etc).AFACD2 is only half of what FS9 fully requires so ATC will pronounce the correct runway and also vector Traffic properly to a new precision runway.Hope this helps also
