I have reinstalled twice, there is a bar for the NGX but it wont let me download liveries or anything.

Reinstalls rarely fix everything, and can actually make things worse unless you're sure that you should be doing it.

 

Sounds like a registry error. Do you have a migration tool installed? For clarity, you don't even need to use the migration tool on our products for it to cause issues, as its entire purpose is to spoof the registry of other FSX/P3D versions.
