I noticed that while the fuel level indicator for the tip tanks in the payload manager can indicate that the tanks are only partially full, the wing and fuselage tank indicators seem to only be able to indicated completely empty or completely full. So, for example, as soon as I start to transfer fuel into the empty center fuselage tank, the fuselage tank indicator immediately changes from completely white to completely blue. Is this the way it is intended to work, or do I have an install problem of some kind?

I've seen that too. Your installation is probably fine.

 

To be honest, I'm not too enthusiastic about this custom payload manager and can't see a reason, other than allowing a user to avoid the use of FS menus, why it was created at all. It's cumbersome, quirky and too simplistic compared to the stock fuel/payload management in flight simulator (which I find absolutely adequate and on top, it allows for finer control of the loads).
