When I  start p3d I  get a message  that p3d is trying to run the above program (asn). If I  answer yes and  then look for it in task manager it's not there. How do i  make sure it  runs on core 1 right from the start ?

This is a configuration manager/checker that simply runs then terminates, so it's not running during your session.
