No Landing Lights...

Because they do not extend?

Landing lights are fixed to the landing gear, so they would only show up when the gear is down. That's why you have the conspic lights, which you should use below 10000ft instead.

Cessna put the landing lights on the bottom surface of the wings in the 402B/C, not on the gear struts.  The Flysimware C402 works fine in FSX, I don't have P3D so I cannot be of more help.
