What I did was to create a scenery set and put all of the Vector items in it. I then removed Vector from all of my other sets. So, when I want Vector enabled I select both the scenery set I want to fly in and also select the Vector set. Simstarter combines them, turns them on and starts P3D up, ready to fly.
