Mouse wheel not responding. Stays stuck in Panning, Will not open UI

As the title describes with the latest BETA which I updated too after having the Mouse rubber banding back to the bottom of the cabin. With this build the mouse wheel sometimes fails to respond, or it stays stuck in pan mode no matter how many  times I click the middle mouse wheel to get out of it. Then the UI will also stop responding.

This is a known issue of the Experimental build that will be fixed in 0.4. There is no solution for those issues at the moment.
