im looking for some advise, I'm looking at buying a ready up and going virtual airline ( may need some work) or setting up a new airline?

What questions should I be asking when talking to the current CEO? 

Obvious ones are:

• Pilot roster: how many currently active (and what are the activity requirements?) recruitment and attrition rates, sign-ups that never fly
• Marketing: What tie-ups do they have, where do they advertise, current marketing strategies, things tried previously that didn't work and suggestions going forward
• Automation: What systems are powering the back-end, what optional modules/features have they paid for. How easy is it to update and add to the website, schedules etc
• Potential expansions and improvements
• Staff: How many of them actually do anything meaningful (there's usually a lot of pointless dead wood)? Anyone not pulling their weight? The webmaster is usually the most important staff member so if you need one on an ongoing basis (you may not if you're based around phpVMS and a CMS you can manage yourself) are they likely to stay on and happy to work with you?
• Events and online: if they hold special events what format do these take, how often, attendance levels
• If using a real world airline's name, ask to see evidence of permission to use their trademarks and any restrictions placed upon the VA

Those that really love their airline probably won't sell for money, they'll be more interesting in finding someone skilled and motivated who can continue their legacy so ensure you make yourself sound appealing; no one will give their baby to someone they don't trust!
