Extra Speech packs - Windows 7

I see some topics here and in the manual on how to add speech packs from Microsoft for Windows 8 and Windows 10. But not for Windows 7, and Win 7 is not the same. One link I saw said to go to Windows Update and install the language packs from there. All this does in my case is show a list of foreign languages (ie French, russian, etc). I already have the English language pack installed I guess, as I am in Australia. I have my region setup as Australia as well.

I understand that other regions (not languages) have more voices. ie the USA and the UK regions have various other voices. How to I access these additional voices?

You must have Windows 7 Enterprise or Professional I believe in order to install additional language packs.  Unless they pulled them, language packs would be available from the Microsoft site.  Just do a BING search for Windows 7 Language Packs.
