For some reason recently i lost contrails and all effects on my PMDG 737 for P3Dv4...Should I reinstall VFX Central or is there another fix?

Just run VFXCentral, all the effects will be reinstalled.

If that does not work, have a look in that thread for solutions:

Configure browser push notifications
Chrome (Android)
  1. Tap the lock icon next to the address bar.

  3. Adjust your preference.
Chrome (Desktop)
  1. Click the padlock icon in the address bar.
