The weather radar is on your ND (Navigation Display) next to the PFD. The radar on WX+T mode depicts precipitation, turbulence (and icing?). When you're not seeing anything even though the radar is turned on it means there is nothing to display. It won't show normal clouds.

I have one more question - what is the purpose of using ASCA? Is this something about cloud textures?

Summarizing currently I have ASP4, PTA and ENVTEX. 

Is it worth to buy ASCA too?

IMO, yes definitely. You get superb skies and clouds that are enhanced by PTA. Using ASCA with Envtex is a great combination. The ability to dynamically change the environment on the fly when in the sim is ASCA's main strength.

2. Active Sky Cloud Art Optional HD Content

Do you know what is this "Optional HD Content"?
