On page 31, AVSIM CTD Guide (see link in my signature), there are some possible solutions to the API error.  Most have fixed by rename or deleting the fsx.cfg, restarting FSX and letting the config rebuild.

Definitely go with Jim's suggestion about the AVSIM CTD Guide.  I did see a post in the Steam Forum about running Steam in Admin Mode that fixed a similar problem.
