There is no speed limitation laid down as far as the 744 is concerned.  However, for all practical purposes they are only used during the taxy, take-off, final approach and landing phases.

would be interesting to see if wipers would work at FL350 going mach .855 (or what would happen)

Wiper blades have been known to get out of position and unuseable when operated at a high airspeed.  I know this is hard to believe, but they have even been known to jump out of position and end up pointing forward away from the nose on some types of aircraft (e.g. B707).
