Just to confirm...

Are you saying this file is missing from the core Prepar3D v4 folder ? 

If this file is missing you can right click and repair the Prepar3D Client only through the Windows control panel

After loading a Flightbeam airport, I had the same P3D splash screen hang, Elaine. So, followed your Guide as per another thread, deleted those files, re-installed Client, and that 'Delete......' all back as before.
