how well will fs9 perform on an 8th generation i3 laptop

Ok, a bit of confusion here indeed.

Wings of Power is an add-on for FS2004 & Combat Flight Sim 3, NOT a separate FS2004 install.

Microsoft released Combat Flight Sim 2 & 3 as totally separate to FS2004 & not related at all.

Having said that, some CFS2 aircraft can be modified (sort of) to work in FS2004, but are certainly not nearly as good as proper FS2004 aircraft.

There is no commonality at all between the different programs. 

CFS3 aircraft are not compatible to FS2004 at all.
