XMP stands for eXtreme Memory Profile, and it is, by definition, an overclock of the RAM beyond the chip manufacturer's design specs.

The XMP data is encoded on the DIMMs by the manufacturer, and it is their design specs - for how the RAM is to operate at manufacturers' specifications that are not part of the formal JEDEC specification.
