Certainly looks similar if that's the PBR rain surfaces in the shot, should also see the windows showing problems as well. Not hardware at least, not sure why it's not always apparent. To install the fix should cure it till it's repaired. Presume they tested on stock P3D.

If their fix clears the runway perpendicular effect, that would confirm the issue is that which is resolved in the next P3D update.

Aerosoft claims that it is an issue with P3d4.4 and 4.5, not the GCLP airport, so who knows? Aerosoft support claims that  there is a workaround, which is listed in that thread.

This is exactly the same issue, and they even mention it happens with other developers' sceneries. I have already downloaded the fix.

The fix causes others some problems like dark ground. But if it cures the perpendicular runway, then that would mean it is the same thing. That has been negotiated by Aerosoft with P3D for repair in P3D.
