Is there a good tool/utility that could convert Runways/taxi ways/Tower lights to Dynamic Lights?

Just curious.  What are Dynamic Lights and how do they differ from the normal in-sim lights?

With dynamic lights, light source lights up the environment and objects it shines on. With dynamic lights off, you depend on light simulation that is baked in to textures.

But yes, it is possible. Looks at inibuilds website for example. They have lots of DL packages there for airports that don't have them. You might even find a package there for the airport you want.
