Do we know whether we are able to update the AIRAC cycle using Navigraph updater on the Premier IA?

Yes, as well as all other Carenado AC that use Navigraph the default folder is  (YourDriveLetter):\PREPAR3D\CarenadoNavigraph\Navigraph.

I don't have this folder in FSX; is there anything similar?

The folder is created by the Carenado installer in the root sim folder .  It won't be there until you install the AC on your sim. 

In your case It should be in the root folder for FSX after you've installed the AC.
