It’s a simple mechanical counter to remind the pilot of the maximum engine N1 speed to use on takeoff. This would be calculated prior to departure using tables in the aircraft flight manual, based on airport elevation, runway length, temperature etc.

Got it thanks!!!  Do you know of any proper/complete documentation for the s550 ? I ran a search but  didn't find much.

You will need an account with Textron Technical publications and if you are authorized to receive the documents, you can purchase a copy from them.

The POH or AFM is Copyrighted and protected by export control regulations which significantly restricts who can receive technical aircraft documents. The transfer of these documents have become strictly controlled which is why they have become harder to find. Not to mention Textron has taken a stiff stance on illegal copies of their Intellectual Property. 

You may still find copies on ebay, but shipping the physical media to you could become problematic and possible that the manual is seized by customs and the shipper gets a visit from the boys in blue.
