Confused by scenery order

Maybe this is by design, but the scenery order in the Addon Organizer is opposite of the scenery library in P3D. For example, if I chose a layer of "4" for a scenery entry, The addon manager places it on the bottom of the list instead of the top.

The "Scenery Library" dialog in P3D is not showing the Layer values. Instead it creates an artificial number sequence called the "Priority", that exists only on this dialog. This value looks indeed like it is the numerical opposite to the layers. That has always been the case, even back in FSX.

Why is there some confusion on scenery order now ORBX with correct insertion point in C4 seems to ignore this and place the scenery above or below the insertion point set in the settings, ORBX says C4 using the library install and not in sim install is OK, scenery order not important and you should not move it.

Hello Raymond,

I'm sorry, but I don't really understand the question.

Whatever ORBX does is up to them. I have no authority whatsoever to declare something as "right" or "wrong". TBH, nor do I actually know what they are doing. I haven't been simming (=flying for fun) in a long time, and on my devel system I don't really care about the actual layering - as long as it works.
