When can I pre download?

You can set the same thing in Windows 10 itself: Settings>Update and Security>Delivery Optimization>Allow Downloads from Other PCs>On>Pcs on my local network, and PCs on the internet.

 

Normally I wouldn't use that (except for other PCs on my own network) but it might help on the 18th.

Yeah, that's probably the option i stumbled upon today.
