Hat switch for views - confused

I'm trying to set up my hat switch as POV. In previous sims this was quite a simple matter. You went to the views section of the controls setup and assigned "POV hat switch - PAN". In this sim it appears by default that hat switch views are "locked" but can be "unlocked" with a "toggle unlock" key. I cannot find this key and have no idea what its purpose is. I do wish the controls menus were simple drop down lists rather than the style over substance menus in this sim which look very pleasing but are not at all practical. 

Any tips gratefully received.

It's a few more clicks than it should be but just go to the camera controls and assign the controls such as "LOOK LEFT" , "LOOK RIGHT" etc to the hat switch inputs.

I'm not at home to check but it's not called "PAN" anymore but works the exact same.

I shared a screenshot of my setup for the hat switch. Not sure if this is what you mean by POV, but I think it is...
