Second monitor and mouse pointer

Just started out with MSFS 2020 and have a question.

Is it normal behavior when the mouse pointer is on 2nd monitor that input from flight controls is not recognized ?.

It seems like it.  I even got a touch screen hoping I could use touch instead of a mouse, but that's a no-go either.  MSFS treats the touch panel as a controller but it's unsupported, so it just breaks it. I can't use it for touch on any of the pop-out windows.

Your best bet is to use keyboard keys for anything related to the pop-outs on the 2nd monitor. That won't disrupt input from the flight controls like the mouse does.  I put the ATC pop-out on the 2nd monitor and use the ATC key bindings (1-9) for selecting a request/response.
