Well i am here on the runway for about 20 min with non stopping rain and there is 0 change. 

Only  way to see it is to put "Storm" preset and even then changing it to 'Rain' preset its gone in about 20 seconds.

I've noticed this as well.  Surface is only wet when I use a preset.
