Joystick PTT only works when P2ATC has the focus (Xplane 11)

I can not get the PTT button to work on my joystick when inside the sim.  If P2ATC has the focus it works fine.  Am I missing a setting?

Assuming the SIM and P2A are running on the same PC, it should work when either P2A or X-Plane has the focus.  There is a setting at the bottom of the Btns tab of Config that lets you enable P2A's Buttons and HotKeys when any program has the focus.  Try changing that setting and see if it fixes the problem.

If it's running on a networked PC, then that will depend on what software you are using to connect them and how you have that set up.

Starting P2ATC as Administrator will solve this issue.
