I had this problem too, and was able to fix it!

I had to delete a registry key that had duplicate data.  This post is where I got started for my fix: https://www.reddit.com/r/XboxGamePassPC/comments/j3edas/error_code_0x80070141/g7nhkkf/?utm_medium=android_app&utm_source=share&context=3

The data inside of each of the above mentioned registry keys gives the path name of its WindowApps folder.  I found that two different keys listed the WindowsApps folder which belonged to my MSFS install (which I have on a dedicated drive).  Of these two keys, I deleted the one which did not have in it a "MutablePackagesOnline" key.  After deleting this key and rebooting, the update download proceeded as expected.  BTW, it is highly recommended that you do a local backup of "PackageVolumes" and the entire registry before making any changes.  Also, proceed at your own risk, though I did so without incident.
