Malewarebytes doesnt detect it..posts found on the internet also confirm it. I have and run it and have not found anything aswell as my AV doesnt find anything either. 

Its possible its an artifact from windows.. certain version of vista and maybe win 10 had different levels of access for group policy editing and from what I have found on the internet atleast int he case of vista was that they made a policy change prerelease but left some code or whatever in windows and that might explain the gpedt.msc  entry .

I dont really know  ,,, I am pretty sure this PC has never been infected by anything SO maybe its just junk or maybe its some really good malware .  But why would maleware allow its self to show up in my control panel and why would the publisher be listed as ' Richard' in such a seemingly obvious give away that its not legit/.

And why isnt there any more info or a definitive yes good or no its bad answer on the windows site or some other geeky computer website... Its weird.
