I have all traffic (airport, road, boats, planes, everything) set to 100% with Traffic set to AI Offline. I see almost nothing moving anywhere. 

I spent 30-minutes flying back and forth at 1,500' 1/2 mile N or S of KSAN (the busiest single runway airport in the world).  I did not see a single aircraft movement at the airport and only three airliners parked at gates.  I did see a couple buses and a pickup truck move for a few seconds.  .

When I flew N and S over I-5 (connects the Mexican border to the rest of California with Tijuana, 10-miles south, being the busiest border crossing in the US) I saw absolutely NO traffic on the freeway.

I overflew several very busy boulevards in downtown San Diego and saw only a dozen or so cars.

There were only two pleasure boats and No commercial or navy boats in the harbor.  I lived on my boat in San Diego harbor, just 1/2 mile from the RWY 27 TDZ for six years and sailed in the harbor several days a week.  

The harbor, the airport, and the roads in San Diego at 2 PM are extremely crowded and busy - why is there nothing showing up in MSFS?

I turned on Live Data and nothing changed.  I restarted MSFS from the desktop after turning on Live Data and still saw little or no traffic. During that time Flight Aware showed one arrival and 10 departures from KSAN

I have a 479Mb/sec internet connection (tested it with MSFS paused) that never fails. I have Data Limit turned off in MSFS.  During the time I was flying over KSAN, downtown San Diego, and I-5 my network monitor was showing 9 to 11K BYTES (about 80kbps) per second being received by MSFS so it appears the sim was talking to the the outside world.  But, it does not seem to change the display or traffic in the sim. 

I've repeated the entire test at KSEA and the Seattle waterfront and get the same results.  No planes, cars, boats, ferries, etc.  There are five giant ferry routes operating off the downtown Seattle waterfront and one departs or arrives every 10-minutes yet I saw none in 30-minutes of circling the harbor.

What do I need to do to see either a lot of AI traffic or Live Traffic.

if you had the realistic amount of boat traffic along with road traffic on i5 in Seattle along side realistic AI traffic your sim would be a complete slideshow. However there is hope for the AI traffic part. Its just going to take longer for a freeware version or payware version to come out. You arent getting either with the Base game to meet your expectations

I'll rephrase the question:

What do I need to do to see ANY GA, Commercial, or Military air traffic?  I forgot to mention that all my flying was within 2 miles of North Island NAS which has constant aircraft traffic.

I saw NO traffic at all on I-5 - how can I see SOME traffic on ten-lane freeways?

I am not asking for realistic - just Something moving!
