Graphics Settings Not Sticking - STEAM Version

I know this problem is being talked about in another thread but that relates more to the Microsoft Store Installations. I own the Steam Version and I have no problems with control settings. I do have an issue where I make changes to the Graphics settings during a session and Save the changes as well, but when I close down the sim and go back in the changes I thought I had saved have reverted back to the "before change" settings. I would expect the changes to be written to the "UserCfg.opt" file or wherever the settings are stored. Am I doing something fundamentally wrong here. I have read about a Gaming Services app that has been updated that fixes the problem, but I am not sure how that applies to me as I have the Steam Version. Just a thought can the UserCfg.opt file be changed manually regarding the graphics settings because I do not have a backup?

Did you do the updates in the Microsoft Store? In particular the "gaming services".

Thanks, I don't even know what "gaming services" is. I have never purchased anything in the Microsoft Store or do you mean the in-game  Marketplace? I'm confused. I purchased MSFS2020 through Steam. I update within the game.

I'll call myself a word not allowed in the forum, but I think I may have found the problem. I made a change the other day to the UserCfg.opt file for something that a poster in the forums claimed would tone down the granular effect of the clouds, and they due look better IMO. I set the bold items to 0(as shown below). But the thing is, under properties I checked off "Read Only" so that the file would not be overwritten when I exited out of the game. Stupid me, forgot that I had done that, I am going into the sim now to double check to see if that is the issue.
