Some add-ons are being encrypted these days. Check the SceneryList.txt file which lists the layers being processed, or the first few pages of the log file "Runways.txt". You'll see that the base scenery is processed first, followed by the Official added airport scenery (Asobo qnd Microsoft primarily), and the Community addons last of all.
