Engine 4 start button inop

Clicking on it doesn't do anything. I can start engines 1 to 3, but engine 4 wannot be started because the start button cannot be clicked. The cursor changes (same as on the other three start buttons) but it doesn't move.

I made it. The button works in the VC. It doesn't work on the 2D-Panel.
