capping frames on AMD cards

Was pretty simple on the Nvidia NC. 

The AMD drivers (Adrenalin) have this "chill" option with min/max frames but it seems to work differently and using it would induce stutters on my system.

Currently I'm capped at 60 through Vsync but that's a bit high and micro stuttering will occur when moving away from 30 multiples ( i.e 30 fps feels smoother than 40-45).

Long story short, is there an effective way to lock frames on AMD cards other than "chill"? 

I think in terms of driver level, it is only Radeon Chill - Frame Rate Target Control doesn't work with P3D unfortunately. If it did, that would be great because it allows lower than 30FPS if you were so inclined.

Chill works well for me. I have it set to 57 min and max. That generally keeps the frame rate below 60 and in my monitors freesync ranges, which are 35-60 FPS. 
 

Freesync is working in p3d and it’s nice and smooth 😎

we share the same gpu... Monitor is non freesync unfortunately, just a fixed 2k 60 Hz which works great around 30 and 60 frames but as I said microstutters in the 35-50 range.

What cpu do you have? I can’t see your sig on my phone. Are you using SMT/Hyperthreading? Try with that off if you are. I do get micro stuttering with SMT/HT on.

5800x SMT disabled. I can confirm your observation with SMT on.
