I don't seem to have much luck using the Random Voice Setting.  Do I need to remove all the individual controller voices in the list above this setting in order to have the random voices function?  I have a selection of random voices configured but it still follows the voices I've set in the individual controller section.

Yes.  The two are mutually exclusive.  If you assign a voice to any controller, then that controller will never be assigned a random voice.

If you want random voices, but don't want to get a new copilot each time you fly, then you can set the Copilot voice up top and leave all the others blank.
