If memory serves me right they said in one of the Q&As or interviews that the Bing Maps team got new imagery all the time from various places all over the globe, sometimes only small patches here and there, and that it wouldn’t make much sense to constantly update the sim just for some small strips of imagery and that they therefore decided to release the new imagery in the world updates. But you could be right that they also update areas outside the world updates from time to time without telling us. I just haven‘t seen any evidence of it.
