Running into an issue with X-plane 11 & Pilot2ATC (currently running 2.6.3.0 Public Beta 2d) getting IFR release at smaller airports lately, not sure if this is a bug, or just as likely me doing something wrong, but as an example:

KMQI, connect to sim, I get ATIS, but no default second channel on swap.  Pick KMQI App_Dep (124.75) from Freq list, get my clearance, am told to contact 124.75 (same channel I'm on) for IFR Release when number one for departure.  Taxi out, call for IFR release, and instead of release, I get into a seemingly endless loop of getting told to contact 124.75 when ready for IFR Release:

Me: Cessna Two Sierra Papa Ready for IFR Release Runway Zero Five at Kilo Mike Quebec India; 
ATC: Cessna Two Sierra Papa Readback Correct.  Contact Departure on One Two Four Point Seven Two for IFR Release when number one for departure. 

Same result whether I speak, or use SayIt.  I've also tried contacting center, but it's apparently also on 124.75 for this area, per the frequency list.  

Looks like a problem with the Center Frequency being the same as the Appr/Dep frequency.

Go to TaxiMnt's ARTCC tab, find the Center in question and change the frequency to something else, not duplicated in the area.
