VOR indication on departure chart

Hello,

Could anyone tell me what the 2300 number means for the  SAM VOR on this departure chart?

That is Minimum Safe Altitude (MSA). Altitudes depicted on charts which provide at least 1,000 feet of obstacle clearance within a 25-mile radius of the SAM VOR.
