Steam / MSFS version 1.34.16.0 - SU13 update worked easily and sim works well with no apparent problems

My confusion is that I installed the entire Sim on Drive I and I thought it had always been there.  My 400GB AddOn source library and 135 GB ORBX library are on Drive D:.  Both are SSDs and both drives work perfectly.

Steam/Settings/Storage shows FlightSim is installed on Drive D - I am not sure when or how that happened

MSFS user.cfg shows InstalledPackagesPath "I:\SteamLibrary\MicrosoftFlightSimulator"

If I change the path to point at Drive D:\...MicrosoftFlightSimulator the sim loader tells me I have to do a Mandatory Update. When I look in the Drive D Packages folder I see all the expected stuff with a modification date/time of September 28, 2023 which is the date and time I installed SU13 and all the updated Content Manager stuff.  The Drive I Packages folder contains the same folders and files as does the Drive D but the Drive I packages files are all modified prior to January 6, 2022. 

When I run the sim I see the following file system activity (I show lowest level folder name) for flightsim.exe:

Drive D - all .dll files / cache / flightsim.exe / input / publishing groups / fs_base\UI / fs_base\onboarding 

Drive I - tutorials / POI / all working title stuff / all ASOBO stuff / all Microsoft stuff /  all fs_base (except what comes off D) / Community

Easy question:  I have rolling cache turned off yet I see 64K file events involving Drive D cache - the cache is 253MB and was last updated on September 28 just before I installed SU13 - I have flown a lot (San Diego and Puget Sound) since then but see no new cache files.  Can I just  delete the cache?  WHY is the sim loader reading 64K times from the cache if Options/General/Data says the cache is off?

Harder question - how do I get all the sim stuff  back to Drive I where it always was and should be?

One More - how do I get the Installed PackagesPath working correctly?  The sim Installation Manager shows I have installed everything I want and there are no pending updates.

Thanks for any help you can offer - getting the sim entirely on one drive is most important.

No clue as to what happened to you, I use steam and it's still installed where I 1st installed it. Drive D.
