Controller Type Won't Save

I have a Microsoft Sidewinder joystick and a Logitech Wingman Wheel on my PC (XP). FSX keeps defaulting to the wheel, and whenever I change it to the joystick in Settings, it goes right back to the wheel the next time I open Settings. The joystick works OK, but it seems odd it keeps defaulting to the wheel. Why won't it save the setting to the joystick?
