Is it my Computer or is it me?

I’ve had my build for a year now. Brand new build and I installed a clean copy of w11. Things looked to be functioning as I would expect them too back then. 
 

CPU: 7950x3d

RAM: gskill ddr5 32GB @6000MHz

GPU: 3080 @4k

850 watt PSU

i forgot the name of my MOBO…I’m not in my house at the time of this post.

MSFS is ran on. M.2 NVME drive.

I recently installed the block 2 version of the fenix and I also use the pmdg 737 and other default GA planes.

When I built my PC. I followed the guide from AMD to make sure the 7950x3d had all the correct drivers. I verified core parking was taking place when MSFS was being used.

Now, core parking doesn’t look to be happening and when I use the developer mode FOs counter tool, my main thread ms times are in the mid to high 20s. That is slower than it was when I first built the PC. These ms times are when using the v2 fenix and pmdg 737 in big airports like DFW. While in the 737 at other big airport, I see these times sometimes drop to low 20s but it never gets any lower. The performance feels like what I used to have on my 8700k back in the day. FPS barely touch 30 with the fenix. 40 with the 737. I only use this PC for msfs. 
 

To ask a foolish question, is this normal behavior and I should expect this moving forward or is something actually wrong with my set up?

As far as I've read, DFW area is super tough on performance.  But it's hard to say about your performance being worse because over time we tend to add more addons to the sim...
