What they mean by "dynamic registration"?

I'm pretty sure it means the tail number is dynamically adjusted to match the tail number you assign in user preferences. As opposed to static where you are stuck with the number assigned by the livery. 

Dynamic will mean atc call you by the same tail number in your preferences that's actually on the plane.

Real Deraps

all the default aircraft use dynamic registries on their model. In the customisation option rom the main menu, if you have 'show tail number' enabled, you'll see your specified tail number on the model.

I don't know if there's any third party aircraft that also use that system.

The upcoming A320N V2 by inibuilds will also use it to show your tail number (and selcal specified in the EFB) in the cockpit.
