Steam uses wrong drive to start sim - missing packages error

I will post a better explanation of the problem in a while - ProcMon64 is showing that everything is working as it should - except for using the wrong UserCfg file (off Drive C rather than I)

When I start the sim (in safe or normal mode) I see the error message: You are missing packages that are essential to run Microsoft Flight Simulator.  Please update the application and try again.

This is a Steam installation and Steam has verified the integrity of the folders and files. The Steam Library is at I:\SteamLibrary\steamapps\common\MicrosoftFlightSimulator (as shown by browse local folders in Steam).  

The MSFS UserCfg file (found in I:\SteamLibrary\steamapps\common\MicrosoftFlightSimulator) is NOT used when I start the sim via Steam but does contain the line: InstalledPackagesPath "I:\SteamLibrary\steamapps\common\MicrosoftFlightSimulator\Packages"

When Steam starts the sim it creates a NEW folder: "C:\Users\svmir\AppData\Roaming\Microsoft Flight Simulator" and puts a UserCfg file in it that says: InstalledPackagesPath "C:\Users\svmir\AppData\Roaming\Microsoft Flight Simulator\Packages"

That appdata\roaming cfg is Identical to the one on the I: drive except for it pointing at the C drive. 

The MSFS folder on the C drive (newly created when Steam starts the sim) contains a folder structure identical to that on Drive I. But, there is no executable or any .dll files.

Close MSFS. Edit that line of text in User.cfg file on the C drive with notepad to point to the correct folder and then boot up MSFS and it will now use the correct folder, i.e. the one on the I drive.

I have done that and the sim runs to Installation Manager where I see the "missing packages" error message.   My only option at that point is to QUIT

I am going to close this thread because I have found the error message is due to a different problem.  Once I solve that I will go back to why the sim reads from Drive C for UserCfg.opt but every other read is from the steam library on Drive I
