I seem unable to display ILS green feathers with v.3.0.8.  Inner markers show up when I click the feather button, but not the feathers themselves. Any help appreciated.

I guess you need to provide more information. I see them just fine with 3.0.8 (X-Plane).

A screenshot might help. 

Did you check all airports? Add-on airports only or stock?
And most important: What simulator do you use?
