Thanks for the reply Fielder! In cockpit I have panning toggled by right mouse button, on and off, would like to have same function in external view, I had this ability in 2020, Thanks again.

This worked for me. Also turn off "Freelook Momentum" in the camera settings from the top handlebar/toolbar
