ATC keeps quiet after reaching TOD unlike in Ver 2 where I get the command like "descent to FL XXX". Is that by design? A Bug?

Strange, at my next flight it worked as expected

Depending on the approach, the displayed TOD may not be the actual point at which you will get the descent instructions.  If, for example, you will be getting vectors that extend the distance you have to get down, the TOD may come some time after you pass the displayed TOD because it may not be taking that extra distance that ATC knows about into account.
