It has a couple of useful attributes that apply to 2020 and 2024:

1.  Delivers lowest possible frame time variance of all methods available to lock frame rate when tested in late 2022 when I researched this and wrote about it here.  That being said it's never going to stop stutters from happening secondary to CPU and/or GPU overload.  Best FTV equates to best perception of smoothness in animation, at whatever rate you're locked at.  Moreover, if the rate is so low that rate-related issues come into play it won't solve that either.  For example if your frame rate is locked at 30fps then when you pan rapidly you're of course going to see that especially at point-blank range within the cockpit.  By the time you get well up in frame rate using FG or what have you will mask defects in FTV so it becomes less critical.

2. It offers the ability to change the frame rate lock during runtime, i.e. during flight, with key presses which is something I do because I like to keep at least a 10% headroom buffer over the frame rate lock to accommodate transient spikes in demand that can threaten the CPU and/or GPU and so lead to stuttering. 

The approach in RTSS that this applies to is called Front Edge Sync with Passive Waiting enabled.  My original post on this is here:
